Should a company who hires workers to work in the heat and cold be responsible for these workers well being while they are on the job.In other words should they monitor for heat stroke,frost bite etc that occur because of the climate these men must work in .

Of course, but it is up to the employees to follow the rules and regulations that have been implementedA good many of the injuries and deaths in the work place are caused by negligence in that the employee did not follow the procedure and may have caused themselves or a fellow employee Injury or death

Yes all 50 states require workers comp insurance and climate does injure workers hot or cold ventilated or air supply masks

Certainly, and many do monitor for these things but they only take action if the temp is within 3 degrees of something happening. I used to work in a factory like that.
