Well of course he means "harrassment OF the President". It isn't the best way to construct the sentence, but you have to make a pretty deliberate effort to misunderstand it in context.

The real problem here is the narcissist's notion that anything inconvenient or restrictive is definitionally "harrassment". There's no room to consider his role in the matter. He never has one or could possibly have one, so far as he's concerned. He's no different than any other narcissist, other than the fact he's risen to the level of power (and narcissistic supply) that he has.
