this is a detailed explanation of the last two years' worth of legislation, and its status, in which various amounts WERE given to trump for his wall, and trump's refusal to specify how the money would be used, and his continued demands for more and more and more funding for the same wall. i'm not sure but it appears to me that this speech is not in response to the speech trump just gave. anyway, it's really quite informative and fact-filled, as opposed to (whether justified or not) ranting about right and wrong.
