I presume similar networks exist in the Americas.

Here's an Idea. Legalize Drugs. ALL DRUGS.
And then you can.
Tax them.
Reduce the prison population by 60%.
Get rid of the cartels and all the violence they bring.
Reduce the need for the DEA and police stop and search.
Use the money saved on funding the War on Drugs and the Tax revenue from legalized drugs and fund college education.
