Seems to be an ineffective gesture. Tesla spends nothing on advertising. Tesla has changed the language of press releases in Germany, but the internet has information about the self driving system, which most people worldwide can access.

I suspect this ruling is intended to limit Tesla from aggressively pursuing the robotaxi business in Europe. However, if some country, for example China, does permit robotaxis, and they prove to be an economic benefit, because they reduce transportation costs and accident rates, other countries will follow.

Death, taxes and change are inevitable.
