If the media stops portraying black as bad and white as good and discontinues furthering white privilege it might go a long way toward changing the attitude.

Truth be told they never cared about any crime that happened to city residents as long as it didn't affect their precious suburbs. They use this to try to negate police brutality and police killings of blacks, police overreach in general.
