The answer is for all nations to have excellent missile defence systems. At this point, maintaining a nuclear arsenal becomes an expensive extravagance.

What happens to nuclear weapons that are destroyed in the atmosphere?

@IAJO163 Since they don't detonate as a nuclear device, the bits fall from space. If they fall from high enough, they will burn up. The rest will hit the surface. If it's the sea, they get swallowed. On land, radioactive bits will need to be cleared.

This could make a future (or current) president explore the possibility of a first struggle nuclear win. That not good.

If Iran retaliates before late morning of 1/20/21 I think he might nuke Tehran.
