The problem is a boated managerial staff, the give away to private companies such as UPS, Fed Express. & the required prefunding of the USPS's retirement funds which no other branch is required to do. Remember all. The USPS receives no tax dollars & is supposed to run as a private entity would, except for the hobbles Congress places upon it. Congress runs the USPS. Into the ground.

"They"? Only the Trump appointed governors can remove him. President Biden is attempting to replace the governors. A lot on his plate.
@Mooolah Biden nominated three to the Board of Governors recently. GOP is probably delaying it to allow Dejoy to do as much damage as he can. [apnews.com]
