That can't be reasonably interpreted in any way other than Putin telling us that he fully intends to expand the Russian Empire. In other words, Ukraine won't be the last target for takeover.

It can be reasonably interpreted that Putin does not wish an isolationist policy, that he wants to be a part of and interact with other countries. The assumption it means he wants to expand the Russian empire is a bit of a leap.
