I grew up with both plants in the yard and I still can't tell them apart! 
Looks like it. Cluster flower formation.

From Wikipedia - (Azaleas are flowering shrubs in the genus Rhododendron). I believe this one is 'Mandarin Lights' which is a hybrid of the first photo 'Northern Lights'.
