It is not a new decade.
The Arabs started using 0 in math over 1000 yrs ago. Most Americans still haven't grasped that significance.

You have a little bowl of 10 jelly beans (equal to a decade). You start eating the jelly beans. The first one you eat is #1. The last one you eat is number 10.
Same as decades. 2011 was the first year of this decade, therefore 2020 will be the last year.
