Biologically speaking, I think the connectome of the brain is complex enough to invoke consciousness although there are hypothesis that suggest the possibility that the connectome invokes a quantum field rather.
Knowing what we currently understand about quantum computing, a human brain would require a relatively small number of qbits to perform but it's size is due to the complex biology to create, hold and maintain these qbits (seem unlikely).
However, biochemistry has determined that DNA synthesis seems to prefer using atoms having a specific spin potentially indicating that some protein synthesis could be able to manipulate entangled atoms.

In any event, I am convinced that Kurkweil is banking on the fact consciousness is based on quantum computing and that is how we will attain the singularity.

Roger Penrose stand on consciousness is not conventional according to many of his peers. All I know is that I have not spend the time he has on that line of thought to really have an opinion. "The emperator's new mind" is probably a good place to start.

I don't know if he's right, but it's an idea worth considering — certainly not to be dismissed out of hand.
