If you give monkeys the vote, why are you surprised when they elect an ape?

I have advocated for years that democracy need to be an opt in system.

The system would be that
A) You must register to vote,
B) You must complete a simple test measuring your levels of general , literacy, numeracy and capability for comprehension of simple communication
C) You must produce a certificate of nominal sanity.
D)You will then be issued the voting license, however as a licensed voter, failure to vote or officially abstain will be a criminal offence.

Selling your vote will be a criminal offence
Stealing someone's vote will be a criminal offence
Attempting to buy votes for yourself or a candidate will be a capital offence
Once elected
Political corruption will be a capital offence
Lying to Parliament or equivalent will be a capital offence
Failure to adequately discharge your duty as a member of the government will be a capital offence

All political legislative debates will be televised, all members will be forced to wear lie detectors and shock collars.
Equivocating, misleading, not answering a question, deviation, hesitation or repetition to be punished by geometrically increasing levels of shocks for each offence up to and including death.

This way all voters will be capable of choosing and all candidates will be honest.

It is not the responsibility of the individual to achieve a specific level of proficiancy in order to participate in the political process. It is the responsibility of the politicians to ensure that their messages and policies are understood by people from all walks of life and social status.

Telling a farmer who reads at a third grade level because they've spent their entire life working in a field from sun up to sun down that they can't vote is tyranny at its worst.

While I could never support failing to vote being considered a criminal offense, I could most certainly support a participation tax credit for registered voters who demonstrate proof of voting in an election year.

In a free country with a participatory democracy and free education for all, do you honestly think people have the right to be ignorant, and then impose the consequence of that ignorance on the rest of us?

I'm not saying people cannot vote, I am saying they must desire to vote and then earn the privilege. That which is given free to all, has by definition no value and is easily ignored or abused. that which has to be earned is valued and used with care.

Failing to vote is a criminal offence in several countries, most notably Australia.
People died to get the right to vote, having it and not using it is pissing on their graves.

Monkeys are not apes. Humans are apes. If you instill all of these rules no one will vote. Perhaps that is not such a bad idea as long as I am running things.

I know Monkeys are not apes, it was a reference to King Louis in the Jungle book.
