I have always disagreed with Smokey. It has been the fanatical fire suppression that has led t the massive fires we have now. Many foresters are waking up to that now but it has come a bit late.

The leaf litter falls - hence your name for autumn, and fertilizes the forests. Remove the leaf litter and the habitat will fail.
Forest fires are a natural occurrence which are affected by global warming. It isn't a easy fix as mankind expands into the wilds.
If the infrastructure could include desalination of the sea, and pumping of water to inland areas where in recent decades the natural water supply has been taken for major cities such as LA, San Francisco, Santa Monica etc, then perhaps that may over time redress the balance. Use renewable energies to supply power to this.
Living in a coastal damp cool climate, I find it difficult to imagine what has gone on.
Perhaps NASA could show the Idiot in Chief what climate change looks like from space

Raking the CA forest is possible if every man, woman and child in CA rakes 2.6 acres each. That would produce 39.5 (~40) million piles of trash to be disposed, which would require 40 million trash bins and a fleet of trucks to carry it somewhere, perhaps a power plant. The bins and trucks would cost at least $100M for bins and trucks, plus operating expenses each year.

If operating expenses are $50 per 2.6 acres, then operating costs would be 40M x $20 = $800M, which is about the same as fighting the CA fires. Clearing land can cost up to $2000 per acre, so the $20 operating expenses is probably low, since it doesn't include salary for 40M people raking 2.6 acres each. Raking the forest is a dumb idea.
