I'm thinking of some type of organized crime/smuggling rather than legit CIA.

Dishonorable discharges aren’t veterans. In case anyone didn’t know. It’s practically equal to being a felon. From what I’ve seen people get away with in the Army, I believe it.

Yeah, the passports caught my attention. May not be a spook, but maybe the type of freelancer who tries to ingratiate himself to the pros. Or, a mercenary, as are many with his training.

Yes, he was probably up to no good, but highly unlikely to have been spying for the USA. No spy agency would have touched him with a 10 foot pole.
