OK, Let's say I own a business and I get a tax break. However the demand for the goods and/or services I provide doesn't change. So,l why7 shoudl i spend extra money hiring people I don't really need when demand doesn't justify the expense? So, I get a tax cute, but no new jobs get created. If I were rich I'd feel great abotu this.

That’s a lot of what happened. Lack of demand and no pay raises for workers.
