Sounds like something that would be good and that would never fly.

I have seen in India aqua ducts that are covered by solar panels. A lot of things are possible but it is a matter of money. As the US doesn't want to spend any money on infrastructure, how can you expect them to spend money on this.

Well, we're not India, or Australia.

Where I live, the infrastructure is being maintained. Some of it, such as our interstate system and major bridges are being re-built. So, while the entire nation's infrastructure may need repair, I think we're doing ok.
