Never work. If the stronger side thinks the other is re-grouping, it will attack to retain its advantage. If one side reckons the other side is badly weakened by sickness, it will attack while it has an advantage.
This is a noble sentiment that takes no account of human nature - especially that of autocrats.

@Allamanda Try telling that to the Taliban. IS Jihadists, etc.
