I hope someone can identify this Happy fella. He seems to have a NASA patch on his jacket. I guess you can them at the gift shop if you're just a visitor but they're also seems to be some other patches that maybe will help identify him.
In any instance his noose adornment and obviously unusually packed jacket maybe useful as well.

There sure are a lot of bulges under his jacket, if he had a darker skin tone he would have been shot, full clip, because the officer would have felt threatened.
