Article I, Section 8, Clause 12, known as the Army Clause. β€œThe Congress shall have Power To . . . Raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years,” Our current endless, boundless military adventurism is illegal, wouldn't it be nice if the people who write our laws obeyed them themselves.

Limiting the appropriations to two years does not limit the planning.
