Remarkable that the least competent are the most favored. Probably in Texas, he couldn't even been charged. I was a Boy Scout leader for years and taught many boys to shoot. If some of my thirteen to seventeen year olds had "dressed up like army guys" and went to play in park with loaded unsecured weapons, it should be immediately obvious to anyone that they were immature and irresponsible and at minimum should not be allowed to have guns and denied a merit badge.
