Here is the answer. It seems that the British Economic system is designed to hide the assets of the kleptocrats of the world, principally Russian Oligarchs. These criminals are allowed to operate with impunity, especially in London, shielding their ill-gotten gains by everything from shell companies to football clubs (like Chelsea) and mega-yachts and art galleries.
