Harley made the decision some time ago to move some production to Taiwan - in the same way that Triumph has done and several other vehicle manufacturers.
It's a global market and to be competitive on a worldwide basis and move into emerging markets, companies have to build where they can be competitive on costs. Tariffs or not, I suspect HD would have made the move anyway.

It's Thailand. And it was so they could be competitive in Thailand due to the high import taxes. They weren't supposed to decrease US production at all.
