The reason the lifeboats were not filled to capacity was because the crew was not properly trained on the new Wellen davits and how to properly load the lifeboats. They didn't think they could load the boats full before they lowered them into the water. The plan was to finish loading the lifeboats from the gangway doors down on the side of the ship, which never happened because the people in the lifeboats thought they would be swamped by all the people in the water trying to get in their boat or they would be sucked down with Titanic when it sank. Lifeboat 1 on the starboard side hit the water with 12 people in it( capacity was 40), another bonehead move by Officer Murdock. Sir Cosmo Duff Gordon, Lady Duff Gordon and her secretary, Mabel Francatelli; Abraham Salomon and C. E. Henry Stengel. The crewmen were: Lookout George Symons, whom Murdoch placed in charge of the craft, Charles Hendrickson, Samuel Collins, George Taylor, Frederick Sheath, Robert Pusey and Albert Horswill.
