IF you have cheaper labor in China and American companies then move there they have saved money and will save in the future. Once tariffs come into play and raise the product's cost back up again American companies have no monetary incentive to move back to America. They will even lose money to do so. The American consumer is the one paying for these tariffs in the form of higher prices.
