They want far more than that, once you establish one set of controls as to who governs the reproductive rights of other people, its only a hop skip and a jump to deciding who will be allowed to breed at all.
The USA already tried this back in the early 30s and 40s, with compulsory sterilisation of the mentally ill and disabled in over 30 states between 1920 and 1945.
In Delaware alone, during the peak period of sterilisations (late 1920s to late 1930s), the average rate was 18 people per hundred thousand people per year (mostly women). That is in one state, compare that to Nazi Germany where the rate in the period 1934-1945 for the whole country including Austria and the other greater German provinces including the concentration camps was 75-80 sterilizations per year per 100,000 people.
One state was compulsory sterilising it's own people at a rate equal to 25% of an entire empire.
The exact amounts of "Stock improving" sterilisations perpetrated in the USA is unknown as many of the 30+ states participating destroyed the records (and in some cases outright denied participation) of their atrocities when it was revealed that the same atrocities were being used for ethnic cleansing in Fascist Europe.

In those days the capsules were literally the size of horse pills and need a portable receiver to be placed on the skin, now they can fit in to a standard 200mg capsule along with the medication and can be detected from anywhere inside the hospital or anywhere at all in range of a 5g hub.
If an unscrupulous government wanted to track an individual, it would be as simple as doctoring a Paracetamol (Tylenol ) capsule or spiking a drink and waiting for them to go for a walk or a drive, no permission required because you would never know.
Already, it is not required for you to give extra permission for your cell phone and your credit card signals to be tracked, you sign that right away when you sign on the dotted line.

Which would seem to prove that the bodies of 22 people of indeterminate nationality were left in the street on the 8th of March while the Russian occupation was going on.
I agree, one civilian shot dead in the street is an abomination and a war crime, but in regard to the contrasting claims made it proves nothing. If those same satellites had taken a picture of the mass slaughter of those 400 bodies found being executed and by whom that would be evidence, but alas this photo of Yablonska Street is all that has emerged.
