Parachutes were there because the planes were just bombs with wings and to prevent a pilot changing his mind the wheels fell off after take off. The chutes were in case the planes went on a mission so the pilot could bail out if the target was already sunk, out of range, or his plane shot down so he could try again. That was at the beginning of the program later after several chickened out they stopped issuing chutes.... *Going by memory*
