Republicans packed the court during the Civil War in 1863, temporarily increasing the number of justices to 10, and Franklin Roosevelt attempted unsuccessfully to pack the court in 1937 but southern democrats didn't want to. Lifetime appointments is slightly more complicated to change because it would require a constitutional amendment. But as we all know the purpose of lifetime appointments was to keep politics out of the justices. It has never worked. A change is needed and the time is ripe, now or never!
