The words can be interpreted by the reader a totally different way than the writer intended for them to be understood. So if the way you described how the law works the way I take it is. I do not use this cup it is from my Navy days. The cup is well over 25 years old. It is unique in the letters USS turned into USNS making it a civilian ship identification. The ship no longer exists in the fleet and it has been turned to scrap.
