I have counted paper ballots, it does require more poll workers, but the totals are known by the next morning and they are available for recount. With the optiscanners, there is little delay at all. With the newest voting machines, they are simply printers with a scanner doing the actual count. Nothing stops registrars from sending out optical scanable paper ballots.

I have friends IRL that are republician, democrat, libertairian, religious, and non religious. I value differing opinions, real facts and reasoned debate. You will not find anything resembling reasoned debate on the internet. I will remain here un less and until I find something better. I don't forum shop, so if you find something please post so I can check it out.
