The US used to be the leader when it came to this type of crisis. We had medical personnel stationed in hot spots to assist as soon as the ball dropped. There were plans and material in place to jump start a response as well as give the west a heads up to mobilize. All of that was removed by this administration and no one had stepped up to fill the void.
