Because of the way that Mueller was appointed, he had to operate under DOJ guidelines. He did provide to congress the road map for judicial investigation. There is also the possibility that his funding had been curtailed by the Trump administration through either of the AGs that he served under. Now that the investigation is over and the report has been filed, there is nothing to keep either Mueller or any person working for him from sharing that information with either the press or congress since Trump did not claim executive privlege. Only those items that are either grand jury testimony or pertaining to current investigation would be exempt. There are currently almost 20 different investigations either stemming directly or indirectly from the Mueller investigation.
