Those are three different questions. 1. Even if Trump is impeached, he must still be convicted in the senate, (67 votes required), then Pence becomes president unless he has been impeached at the same time and convicted prior.If Trump or pence were impeached, they cannot be pardoned constitutionally. 2. If he resigns, Pence become president unless he has been impeached prior. Pence could pardon Trump if he resigns, the house could still impeach even if he resigns and the senate could still convict, but that is highly unlikely but it would make the pardon mute and allow prosecution. 3. The budget bill must be passed by both houses and signed by the president no matter who he is or passed by a super majority (2/3)over a veto.
