The clusterfuck began when the WHO offered a proven test to the US, Trump instead opted to have the NIH/CDC develop a US test. This slowed testing down by several months. Once we had the initial wave subside, the mass testing sites were no longer needed, so many were closed down and the ones that were left open were understaffed. When the fast spreading omnicron variant popped up, most of the test makers had already ramped down production of the tests, some completely closing down. It takes time to ramp up production, especially in the numbers that are going to be required. Self tests while good are not reported, pcr test require a lab and special equipment. So it is a combination of thinking we were past the hump, lack of supplies and a lack of personnel.
