This was based in large part on the Obama administration’s experience fighting ebola. 2) a well developed worldwide network of outposts for detecting and stopping a pandemic before it could spread here. 3) working relations with foreign governments to help prevent and stop pandemics. This included a US CDC employee embedded in China’s version of the CDC. In short, Obama and his administration had invested hundreds of thousands of dollars to protect us from exactly what is happening now. Trump squandered that entire investment. Imagine that.
