The reason is that the President's pardon power derives from the fact that prosecution is an act of the Executive (i.e., the President), therefore the Executive is the one with the power to pardon. Per Nate Silver at 538.com, Bernie will probably finish first in all but two of the states voting/caucusing between now and the end of Super Tuesday. Nate says Minnesota goes for Klobuchar and Alabama goes for Biden. Bernie will probably have a large plurality of the votes going into the convention, and may well have finished first in 30 or more states. If that is the case, the DNC has two choices: 1) Acknowledge the will of the voters and nominate Bernie, or 2) Tell the voters, "Fuck you."
