Back at the first year of the Bush tax cuts many had to pay when they did their taxes. The smart ass Republicans rigged the tax schedules so working people would have less deduction each pay to make it look like the tax cut was working for them. But the deductions were insufficient so when workers filed their taxes they had to pay to make up for the shortage. They may have done this "trick" again.

The Russians needed Exxon Mobile because they had the equipment and technical knowledge to drill in Arctic regions. Also the Oil Tankers to transport the oil. With the sanctions, this deal was no longer possible. The Russians knew if Hillary were President they would have problems. But I think the Russians had a relationship with Trump from his hooker episodes when he was running the Beauty Contest in Moscow. So the Russians colluded with Trump to make him President so he could remove the sanctions. They were successful in getting Trump elected.
