I know some states do have 'Medical POA', but possibly not yours, & to get it without consent of the individual may make it hard. A lawyer to consult really is your wisest course, you could do all the research you could find on your own, & still miss something crucial. If your step-dad really is to the point of the extra care a "home" can offer him, you might consider getting brochures from a number of them as you do your own research on them. Try presenting & conversing about them as if you were planning on a cruise or road-trip. Talk them up, all the advantages, the meals, the folks he'd meet, casino trips...whatever you know he'd enjoy. It may take some time, but that may help make him more open to the idea. It's just a thought...

I tend to be a "get-to-the-point" phone talker. Part of that is the fact that I grew up in a household w/ 5 kids & 1 phone! Got a cell phone late & a smart phone just recently (still not totally 'activated'). I'm not a Luddite by any means, just will not be a slave to the dang thing & still prefer face-to-face rather than a phone conversation. Now, that does change to a large extent when doing a long distance relationship. Then the time involved is more than worth it...

I was my Mom's primary care-giver for a few years, but I had help from one of my sister's that lived nearby & it was more dementia problems than any serious health issues. Still, she couldn't be left alone, so it tied me there a lot. We wanted to keep her in her home for as long as we could, & we did 'til her death at 92. Please, you do have to take care of yourself in order to be able to care for another. If he is getting to be more than you can handle, especially as you are not a pro, yes, a nursing home may be the right answer, for both of you. Let reason & pragmatism rule, not guilt. You don't deserve that as you've been doing what you can, & if it's too much, well, ya' gotta do what ya' gotta do. Do so with a clear conscience. Best to you.
