The way the shooter had his previous case buried suggests some nefarious influence peddling with the result that the shooter was able to buy a gun (when he shouldn't have been able to) and commit the atrocity. If it can be proven (now that the Feds are supposedly involved), the victims and families may be able to sue the grandfather and maybe the police.
