Is it a mostly role-playing campaign or is he just not putting in encounters. I had a group stay in a city for almost 2 years campaign time and 3 months game time. They had a blast as they built their keep. Not what I had in mind but once I realized the players were having fun I made a ton of characters they had to deal with.

What do you mean by no idea? Like, is the game too hard, or do they not understand rules, or storytelling?

He really wanted to try to run a game so I gave him the books and the resources and 4 months to come up with a campaign and so far we walked around a town and our first encounter was 3 owlbears.
@Skellytor That still doesn't really explain the problem. Was 3 owlbears too much for your party at your level? Was wandering around town too boring or time consuming?
