I've been to Black's Beach and I was aware that you could get ticketed for nudity in the city portion, while the portion which is a State beach you generally won't ever be ticketed.
Black Beach was the first nude beach I ever went to. It is difficult to get to, nd you have to pack everything (food and water) in and back out again (take any trash with you). The water itself is great in that it remains relatively shallow about chest height pretty far out. It's great for body surfing. The hike down the cliffs and then back out at the end of the day can be brutal if you are out of shape though.
