It might not make the most sense to you, as this will probably reference a lot of existing in-universe concepts like political allegiances and past wars. I'd recommend at least checking out a few episodes from The Next Generation to understand Captain Picard. Good ones might be The Measure of A Man, The Best Of Both Worlds, The Drumhead, Imaginary Friend, Chain of Command... and Who Watches The Watchers?
Then you'd probably need Deep Space Nine to give you the lowdown on what's happened in the galaxy since TNG finished, particularly: The Jem'hadar, The Search, The Die Is Cast, The Way of the Warrior, Apocalypse Rising, By Inferno's Light, Call To Arms, Sacrifice of Angels, In The Pale Moonlight, Penumbra, Strange Befellows, The Dogs of War, What You Leave Behind.
Quite a lot - and that's the short version. Or you can probably find summaries and such on YouTube.
But if you can, your best bet is probably to binge all of TNG and DS9. The other series are optional for understanding this one, but each is wonderful in its own way
