How was it legal or ethical for Kemp to run for governor while still being in charge of elections? I just cannot fathom how he was allowed to do that.

It wasn't remotely ethical. Kemp should have resigned from being Secretary of State when he declared his intention to run for governor.
He most definitely should NOT have been in charge of overseeing the election. As for the legality of it all, I have no doubt that if any laws were broken, he will not have to answer for it. If Abrams can file suit in federal court, I hope she does, but I don't think it would matter even if she did.
The republicans are firmly in control of the state of Georgia. We are so fucked.
