Was this some sort of candle holder, gambling dice, astronomical device or maybe just an ancient variation on a fad like say the Rubix Cube?

The glove idea triggered something goofy in my head about the arms of chainmail.

Dice.

dice but with no numbers so how do you know what you rolled?

A nice example of "there is lost knowledge." Likely had a perfectly prosaic practical use, the Romans had plenty of board games, but their pieces could easily be made out of common items. This is an expensive manufactured device, it would have served a practical, not a frivolous, purpose.

It seems that regardless of intended function, it seems to be prized item. Its distribution through Eurasia makes it seem like it was a desired trade item?

Wow...had no idea! Coolest anthro-archeo device I've ever seen!

The glove theory seem nice but like a lot of the ideas listed, it seems to be a difficult way to do something easy, which still leaves a really strange mystery.
