Just plow the first 20 miles worth of snow down to the border and pile it up, the wall would still be 50' high by the time it starts snowing again next year, after that it would just be maintenance.

Benedict Arnold flip flopped on his orders because he was hoping to start an insurrection from within the majority Francophone population but his equal commander wanted to start a war. Neither was immediately successful but by 1812 the Americans had sacked Toronto (then York) and burned the Governor of Upper Canada's home, we retaliated by burning the White House and sacking Washington DC.
