My new little one who found her way to me was already declawed.

Maybe that's why she ran away from the declaw human ? Paws hurt but feel better around empathic people who trust feline feelings naturally
This has been coming a long time. It's already law in many other countries.
The only time it should be available is if there is a congenital deformity that causes an ingrown claw. (And you'd be surprised how you can manage that). I do with one of mine with a Syndactyl.
And before that with a Polydactyl cat. (That's a lot of nails to clip - but it's very doable if you learn how). (Her Vet was all set to remove all her claws - I refused).
I've seen kitties develop terrible arthritis and biting habits from declaw procedures. Others seem to survive with almost no issue.
But I know I prefer my hands and feet with all the digits intact.
And it doesn't require much to teach a cat not to claw.

In Myrtle Beach only 2 of ten veterinary hospitals would declaw AND ONLY one would do it to any age cat

Good. It should be outlawed everywhere. Claws are a cats defenses.

That also is a common surgical restriction....front paw only declaws preserving a cat last defense from a mawler....powerful hind claws to dig deep painfully into a beast and jumping free during the shock to an attacker
