I think they mean talking, texting and scrolling social media, but still is confusing. Things have changed a bit since those "no phone usage" messages started getting posted. I do keep my notes of things to ask the doctor in my phone.
Seems some of us need our phones where ever we go. Social convention says don't bring a phone into a restaurant, but in order to see the menu and pay for our food, we often need our phones.
