We have a problem on Kauai with roosters crowing all time of the day and night, so we strongly discourage feeding them, but the tourists just love tossing bread and even french toast over their lanai railings to the chickens down below, and then they complain when they are awoken at 4am by roosters crowing on their vacation rental reviews! They say, but they only fed the hens, not the roosters... Well, the roosters hang around where ever the hens are!

I agree it is a problem, but the sign is a little unclear. My neighbor's rooster met an untimely demise when he got into my yard and my feral tom decided that he looked tasty.
