Thank you for the partial correction of my knowledge. The Jervis Bay Territory, unless one is living there, is probably even more obscure in non Australian educated minds than the fact that the Commonwealth of Australia only exists at the continuing grace of the States.
I am fascinated that no reason for the Jervis Bay Territory's creation is stated. I suspect WWI secrecy being a prime cause. Either that or the creation of a sinecure to promote out of the way an unwanted politician who knew too much. Perhaps @Waitingforgodo knows?
That it is administered by a distant territory & not the contiguous State that surrounds it is curious. I note that the inhabitants live in less of a democracy even than the rest of the Australian people.

Perhaps Australians will begin to understand that Australia is not one country but 6 States & ten territories.
