No, I think government should be completely arbitrary on imposing a tax so as to eliminate any social engineering aspect. What would do this is a transaction tax. Much like a sales tax, but nothing and no one is excluded, including income. Same rate on everything. The idea is to think of it as a user fee, as the tax can be thought of as registration and insurance of the property or service or even currency, and thus entitled to government protection. At some point the tax could become voluntary. As government is whittled down, the tax rate goes down, and I'm hoping to the point pf insignificance. Not sure what the initial rate would be, but it would be revenue neutral.
